Chip VanSteenberg is the Executive Director of the Montgomery County Emergency Communication District (MCECD).  MCECD owns and maintains the countywide 9-1-1 system which includes telephone and computer equipment; a comprehensive database of addresses; a geographical information system for mapping; a myriad of telephone circuits; and redundant fiber optic networks.  Phone calls into the   9-1-1 system are answered through a partnership with the communication divisions of the Montgomery County Sheriff’s Office and the Conroe Police Department.


Mr. VanSteenberg has worked for local governments for 22 years, all of it in Texas.  He served as city administrator in the communities of Shenandoah and Red Oak.  He also served as the assistant city administrator and finance director for the City of Conroe and as an assistant to the city administrator for the City of Corsicana. 


In 2009, Mr. VanSteenberg co-founded VisionBridge Consulting, L.L.C., a consulting firm to assist local governments, non-profit organizations and faith based institutions improve operational processes, management cultures, financial systems and capital planning.   He specializes in sales tax auditing and analysis, multi –year financial planning and master-planning.


Mr. VanSteenberg is active in professional organizations at the local, state and national level.  He served as president of the both the local chapters of the Government Finance Officers Association of Texas and the Texas City Managers Association.  He earned recognition as a Certified Government Financial Officer from GFOAT and a Credentialed Manager by the International City Management Association.  Mr. VanSteenberg holds a Bachelor of Arts in Government from Abilene Christian University and a Master of Public Administration from the University of North Texas.
